rack scale

Display or update Rack scaling parameters. When called without flags, displays the current scaling configuration including autoscale status, instance count, and instance type. --count sets InstanceCount, which applies only to Racks with HighAvailability set to true and has a minimum of 3. On other Racks, set NoHaInstanceCount with convox rack params set, and the Count shown here is InstanceCount, not the number of instances. With Autoscale enabled, the autoscaler replaces a count set with --count on its next run.
